I'd say check out the build threads from last year's build-a-PC contests, they're full of good info for beginners. Also, consider what you'll be using the PC for most, e.g. gaming, video editing, or just browsing, and choose your components accordingly. For a beginner-friendly setup, I think AMD and Intel offer good CPU options.
